Petroleum terminal/jetties and
storage facilities in Mauritania
The President and also the Minister of
Energy of Mauritania is working with
me to find a petroleum company to repair, restore, own, operate and manage the only major
petroleum terminal/jetties and storage facilities located on the coast of Mauritania.
These existing facilities were originally used in conjunction
with the refinery located nearby. This refinery became inefficient and in
need of major repair and replacement and was closed down in 1999. These
facilities met the major portion of this countries petroleum requirements.
At this point we are not attempting to restore or replace this refinery.
However this should not be totally discounted as a future project. Woodside
Petroleum, Ltd. has reported on their web site a sizeable oil discovery
(est.100.0 MM bbls) 80 km offshore Mauritania. This area in the past has
remained basically unexplored. However, with this discovery and perhaps an
extension thereto, we can expect more exploration activity. We have had
inquires as to unleased blocks and will also work with them toward obtaining
leases on these blocks.
The estimated cost to replace and restore
the terminal/jetties and crude oil
sour & sweet, diesel, gasoline and LPG storage facilities is 3.0 to 3.5 MM
US$. This project should provide a quick return on the initial investment
and a very good long term revenue stream thereafter. Again this is our
primary project to date as their need is so great in this area and their
total energy requirements continue to grow. There is also a need for fuel in
this area for the fishing fleet and perhaps a profitable overland fuel
requirement in Mali within the Mauritania border.
The final deal and the execution of all
legal documents will be in Madrid.
